When I started building the Horn Rapids Files, I thought I was documenting a lawsuit.

Then the public records started arriving.

One email referenced another. That email led to planning documents. Those planning documents led to maps, plats, photographs, and conversations that dated back years before the retaining wall ever became a public issue.

The rabbit hole took an unexpected turn.

It literally went down the trail.

This chapter marks the beginning of Volume II: The Tapteal Trail Investigation.

The records reviewed for this brief show that City staff discussed the future location of the Tapteal Trail during the Quail Ridge II planning process in 2022. Nearly three and a half years later, those same planning records were pulled back out and circulated internally after questions were raised about a retaining wall and the future trail corridor.

This page is not intended to tell readers what conclusions to reach. Its purpose is to organize the public record into a timeline that is easier to understand, while preserving access to the original source documents for anyone who wants to review them.
