Why This Project Exists

The Horn Rapids Files began with a simple question.

Like many homeowners, I wanted to understand what was happening in my own community. What started as reading a few public documents quickly became thousands of pages of court filings, planning records, public records requests, maps, meeting minutes, emails, and government documents.

I realized something.

The information wasn't hidden—it was scattered.

Important records existed in different places, written in technical language, making it difficult for the average homeowner to understand how the pieces fit together.

So I decided to organize them.

This website was created for one reason: to make publicly available information easier to find, easier to understand, and easier to verify.

Everything published here is based on Open Source Intelligence (OSINT)—information that is already available to the public through official sources. That includes public records, court filings, government documents, meeting agendas and minutes, recorded public meetings, news reports, and other publicly accessible information.

Nothing on this site is hacked, leaked, stolen, or obtained through improper means.

The purpose of this website is not to fuel rumors, pick sides, or tell people what to think. Quite the opposite. The goal is to organize information so readers can review the source material themselves and reach their own conclusions.

Not everyone uses social media.Many people choose not to have a Facebook account, and information shared in social media groups can quickly become buried, fragmented, or difficult to locate later. This website serves as a permanent, searchable repository where documents and information can be found in one place instead of scattered across countless posts and comment threads.

Whenever possible, original source documents are provided or referenced so you can verify the information yourself. If something is opinion, it will be identified as opinion. If something is factual, there should be documentation to support it.

Transparency doesn't create conflict. It reveals it. Secrecy creates confusion. Transparency gives people the information they need to understand what's really happening. Facts create informed conversations. An informed community is better equipped to ask questions, participate in decisions, and hold organizations accountable.

You don't have to agree with everything you read here.

You should, however, expect that every effort has been made to ensure the information is accurate, sourced, and based on publicly available records.

Why I'm Doing This

I'm not an attorney.

I'm not a journalist.

I'm not employed by the HOA, the City, a developer, or any organization connected to this project.

I'm simply a Horn Rapids homeowner who believes transparency, accountability, and informed communities matter.

Throughout my career, I learned that facts matter.

Documents matter.

Timelines matter.

When information is organized, people are better equipped to ask questions, make informed decisions, and participate in their community.

That's exactly what this archive is intended to do.
