The Horn Rapids Files is committed to making public records easier to understand.

Each HRF Plain English Brief is a companion to an original public document. My goal is simple: organize the facts, explain them in plain English, and always point readers back to the original source.

Original source documents will be added to my Linktree as they are organized and archived. This allows me to keep the website fast, easy to navigate, and focused on understanding the information—not just storing large files.

Every HRF Brief is based on publicly available information obtained through Washington Public Records Act requests, public court filings, or other public records. Whenever possible, I will provide direct access to the original source documents so readers can verify the information for themselves.

The Story Became Bigger Than the Lawsuit

If you're here because of the lawsuit...

You're in the right place.

The lawsuit is an important part of the Horn Rapids story, and it's where this project began.

But something unexpected happened.

As Public Records Requests started coming in, the documents began pointing to other topics—planning history, development records, public infrastructure, trail corridors, easements, internal communications, and other issues that may be important to homeowners and the community as a whole.

In other words...

The lawsuit wasn't the end of the story. It was the beginning of it.

That's why the Horn Rapids Files has grown into a larger archive.

Rather than trying to squeeze everything into one section, the information is being organized into separate volumes based on topic. This makes the archive easier to navigate and allows each subject to be documented on its own merits.

The Lawsuit

Court filings, timelines, plain-English summaries, and supporting documents related to the HJBT lawsuit.

📗 Volume II

The Quail Ridge Retaining Wall & Tapteal Trail

Planning history, Public Records Requests, City communications, maps, easements, site visits, and related documents concerning the retaining wall and the future Tapteal Trail corridor.

📙 Future Volumes

As additional records are reviewed, other topics may be organized into their own volumes.

Rather than forcing unrelated documents into one category, each volume will focus on a specific issue and include its own timeline, summaries, supporting records, and reference materials.

The structure of the archive will continue to evolve as new information becomes available.
