Where did the Tapteal Trail story actually begin?

Short Answer

Most people naturally assume this story begins with the lawsuit or the retaining wall.

It doesn't.

The earliest public records we've located show City staff discussing the future Tapteal Trail corridor during the Quail Ridge II planning process in 2022.

Those planning discussions became important again in 2026, when City staff revisited the same records while trying to understand the original planning intent surrounding the retaining wall.

To understand what happened later, we first have to understand what was being planned years earlier.

📖 Why Are We Starting Here?

One of the questions I've been asked is:

"Why aren't you starting with the lawsuit?"

Because investigations don't begin where the controversy starts.

They begin where the story starts.

The lawsuit brought attention to Horn Rapids.

The retaining wall raised new questions.

But neither explains why City staff later returned to planning documents created years earlier.

Those documents provide the foundation for understanding the events that followed.

That's why Volume II begins here.
